Mr. Pollock is an associate in the Litigation Department at Niles, Barton & Wilmer, LLP, concentrating his practice in general litigation and insurance law in the state of Maryland and the District of Columbia. As a trial lawyer, he has first-chair trial experience in district and circuit courts, including jury trials.

Mr. Pollock is a member of the Maryland State Bar Association Young Lawyers Section, the Baltimore County Bar Association, Maryland Defense Counsel and is a certified mediator. He has represented clients in a pro bono capacity as a member of the Maryland Volunteer Legal Service.

Mr. Shaw is a Partner in the Corporate Department of Niles, Barton & Wilmer, LLP. He has over 25 years of experience as an in-house corporate and regulatory attorney in the securities and insurance industries. He serves the legal, compliance and enforcement defense needs of registered investment advisers, broker-dealers, hedge funds, private equity firms, and insurance companies. 

Mr. Shaw also advises start-up to middle-market firms on state/federal regulations, industry best practices on risk avoidance and compliance, responds to regulatory inquiries, prepares for regulatory examinations, and defends firms in arbitration and enforcement proceedings. 

He also advises business owners in general representation matters, including counseling clients on business formation, mergers and acquisitions, and employment matters. Mr. Shaw is admitted to practice in Maryland and the District of Columbia.

Matthew J. Youssef, Associate


Mr. Youssef is a trial lawyer admitted to practice in Maryland, Virginia, and the District of Columbia. His litigation practice focuses on business disputes and commercial litigation in all three jurisdictions. Mr. Youssef also regularly handles matters involving real estate disputes, community associations, residential and commercial construction defects, landlord-tenant disputes, and creditor's rights litigation.

Mr. Youssef also advises a number of small businesses and startups on legal issues relating to intellectual property protection, infringement, and litigation as well as Software License Agreements and Software as a Service Agreements.

In addition to a wide range of state and federal court litigation, Mr. Youssef has also represented clients in administrative hearings before the Home Improvement Commission, Insurance Administration, and Board of Contract Appeals.

His experience includes investigation and litigation in various first party areas, including coverage disputes, arson and fraud investigations across North America.

In addition to representing many domestic carriers, Mr. Wothers represents a significant number of syndicates in the world's leading specialist insurance market: Lloyd's of London. He works with underwriters, brokers, managing general agents and third party administrators to handle excess and surplus lines insurance coverage, reinsurance, and litigation in the mid-Atlantic United States.

Mr. Wothers has lectured extensively regarding investigation of fraudulent claims, insurance coverage, and first party property appraisal. He also has extensive experience in subrogation. His liability/third party practice includes construction defect matters and commercial litigation involving business-related matters. Mr. Wothers practices in the state and federal courts of Maryland, Pennsylvania, Virginia, West Virginia, North Carolina, New York and the District of Columbia.

Mr. Wothers serves on the Firm's Management Committee, and previously served as Managing Partner for seven years. Mr. Wothers is a member of the American Bar Association's Property Insurance Law Committee, and the Tort Trial and Insurance Practice sections. He is also a member of Defense Research Institute. 

Mr. Wothers was recognized by Maryland Super Lawyers as a top attorney in Insurance Coverage and Business Litigation from 2008-2018. Christopher D. Wolf, Partner


Mr. Wolf is a partner in the Community Association Law group, representing condominiums, homeowners' associations and cooperatives in Maryland in the areas of dispute resolution, construction defects, governance issues and assessment collection. He has advised community associations on covenant enforcement, drafting bylaws and contract negotiations, as well as litigation and mediation. Craig D. Roswell, Managing Partner


Mr. Roswell is the Managing Partner at Niles, Barton & Wilmer, LLP. He concentrates his practice on commercial litigation and business law, including matters involving business disputes and real estate. His practice also includes property insurance law, first-party and third-party insurance coverage matters and the defense of complex general liability claims. His experience includes the investigation and litigation of various coverage issues, including arson, coverage interpretations, and fraud investigations. Mr. Roswell is admitted to practice in Maryland, Virginia and the District of Columbia.

Mr. Roswell's extensive commercial litigation experience positions him to assist companies in a variety of business matters. George E. Reede Jr., Partner


George Reede serves as the Chairman of the Litigation Department at Niles, Barton & Wilmer, LLP. Mr. Reede regularly advises insurers on a variety of insurance coverage issues in the state of Maryland, Virginia, and the District of Columbia.

Coverage Analysis

Effective coverage analysis involves knowing how to apply policy language to the unique facts of each case. Having co-authored a commercial property insurance policy, Mr. Reede has a unique perspective on insurance policy interpretation. His experience as coverage counsel has included:

  • A wide variety of property insurance coverages, including computers and media, civil authority, builders risk and business interruption;
  • Many different businesses and industries, including chemical manufacturers, professional sports teams, airports and convention centers;
  • Over a thousand examinations under oath, many involving suspected insurance fraud.

Litigation

Even the best coverage decisions are still subject to challenge, and litigation can be unavoidable. Mr. Reede has effectively represented insurers in federal and state courts, at both the trial and appellate level, and in administrative hearings. In addition to the published cases referenced below, his experience includes:

  • Complex property coverage litigation involving loss of income claims at 58 airports across the country, all arising from the events of 9/11;
  • A variety of coverage cases relating to natural disasters;
  • Declaratory judgment actions regarding the duty to defend and indemnify;
  • Subrogation litigation involving significant explosion, fire and water losses;
  • Administrative proceedings arising from complaints under Maryland's Unfair Claim Settlement Practices Act;
  • National and international discovery, including depositions in 30 states, Israel, England and Canada

Training Resource

Mr. Reede regularly provides training as a service to his clients. This has included classes offered through CEU Institute for adjuster licensing requirements on topics such as ethical claims management, wind claim causation analysis, mold claims, and insurance fraud detection. He has also spoken at seminars and conferences on various property insurance issues.

Robert P. O'Brien, Partner


Mr. O'Brien's practice is focused upon the defense of claims in commercial litigation. He has had extensive experience in defending maritime claims (including cargo damage, collision, personal injury, and death), inland marine claims, non-maritime trucking industry claims (including cargo damage, personal injury, death and coverage issues), claims involving warehousemen, freight forwarders, transportation brokers and terminal operators, as well as claims involving commercial contract disputes. He has served on the firm's Management Committee and as Chairman of the firm's Litigation Section.

He is a member of the American Bar Association, the Maryland State Bar Association, the Baltimore City Bar Association, the Defense Research Institute and the DRI Trucking Law Committee. Mr. O'Brien has been a proctor member of the Maritime Law Association of the United States since 1981 and he is currently a member of the MLA's Maritime Torts and Casualties Committee. Paul M. Finamore, Partner


Mr. Finamore is a trial lawyer admitted to practice in Maryland and the District of Columbia. In the firm’s Litigation Department, Mr. Finamore has been retained as lead counsel on a wide variety of cases in the areas of general liability, professional liability, and employment law. His experience includes litigation of various first and third party insurance claims including insurance fraud, professional liability claims involving accountants, insurance agents, and dentists, among others, as well as the defense of employment claims.

In addition to his litigation practice, Mr. Finamore regularly counsels employers on employment issues, workplace policies, and compliance with federal, state, and local employment laws.  As a trial lawyer, Mr. Finamore understands the importance of providing his clients with practical advice to assist them with balancing business risk while avoiding unnecessary litigation. He began practicing in employment law while serving on active duty in the US Army Judge Advocate Generals Corps at Aberdeen Proving Ground.

Mr. Finamore is rated AV-Preeminent® by Martindale-Hubbell, awarded by peer review, for the highest standards of professional skill and ethics. He has been recognized as a top attorney in general litigation and employment and labor by Maryland Super Lawyers from 2008-2018. Mr. Finamore is a member of the Management and Compensation Committees and Chair of the Diversity Committee. Mr. Finamore is also actively involved in the community, having previously served on the Board of Directors of Boys Hope Girls Hope of Baltimore. BHGH is a privately funded, non-profit organization that provides at-risk children with a stable home, high-quality education, and support to reach their full potential. He currently serves on the Board of Trustees of Mount de Sales Academy in Catonsville, Maryland.

Susan D. Baker, Partner


Ms. Baker is a partner in the Corporate Department of Niles, Barton & Wilmer, LLP. She represents business clients and emerging growth companies in a full range of matters, including entity formation and modification, owner agreements, contract review and negotiation, real estate, and, in particular, trademark and copyright issues. She also has a concentration in health care, assisting many types of health care providers in business and contracting matters. In addition, she advises and supports healthcare service providers.

Ms. Baker serves as the firm's Pro Bono Partner, leading a firm-wide strategic initiative to expand pro bono opportunities for attorneys. She is also chair of the Women's Committee at Niles Barton.

Ms. Baker is extremely active in her community. She assists growing businesses through the Maryland Small Business Development Center’s CEO Accelerator Program, and she mentors two high school students through Sister’s Circle, a mentorship-focused nonprofit based in Baltimore.

Mr. Stiller is a partner in the Litigation Department of Niles, Barton & Wilmer, LLP, concentrating in general liability, property insurance law, related first party insurance law matters and subrogation. Mr. Stiller practices in the state courts of Maryland and the District of Columbia.
