The Onus of Owning: Recent Reduction in ‘Minor Privilege’ Fees in Baltimore City

One of the onuses (and irritants) of owning a building in Baltimore is the City’s imposition of fees for so-called “minor privileges” for items like awnings, cornices and signs. Recently, the City took steps to reform the minor privileges system, which culminated in the adoption of business-friendly revisions to waive annual fees for certain items, convert annual fees to one-time fees, and remove outdated charges.

Baltimore City Council Adopts IgCC

Lost in the noise from the Baltimore City Council’s recent adoption of legislation requiring policy body cameras and banning plastic bags, was news of the Council’s adoption of the International Green Construction Code (IgCC).  Although its adoption slipped by quietly, this new building code will have significant consequences for the design of new buildings in the City in 2015, and has the potential to impact existing buildings as well.

Passing the Buck: The Impact of Maryland's New Stormwater Fees on Commercial Leases

Dubbed a “rain tax” by its critics, the new Maryland legislation imposes stormwater remediation fees on all property owners based on the share of stormwater service related to the property in ten separate EPA-licensed storm sewer system ("MS4") jurisdictions. The new stormwater fee program may motivate both Landlords and Tenants of commercial properties to review their leases to determine if these fees can be passed through under the lease terms in the affected jurisdictions.
