A highly motivated and skilled advocate, Cooper is a member of the firm's litigation department. Prior to working at Niles, Barton & Wilmer, LLP, Cooper was an Access to Counsel in Evictions (ACE) attorney representing low-income tenants in eviction proceedings and affirmative litigation matters before District and Circuit Courts throughout Maryland.
Following law school, Cooper clerked for the Hon. Elizabeth S. Morris in the Circuit Court for Anne Arundel County. After his clerkship, Cooper served as a general attorney in the U.S. Consumer Product Safety Commission (CPSC), Office of General Counsel, a federal agency tasked with protecting Americans from dangerous consumer products. While in law school, Cooper represented a migrant family in removal proceedings as a student attorney in the Civil Advocacy Clinic. Additionally, Cooper served as a research assistant to the Immigrant Rights and Bronfein Family Law Clinics, and was a staff editor for the University of Baltimore's Law Forum journal.
